Hi. So assuming these are photos- all your questions are kind of up to preference. I think a lot of people that top wait until around the 5th node, or at first 5 finger leaf. As for blooming- depends on what size/ height you want the plant to be. Assume that the plant doubles in size when it’s done stretching in flower. With that in mind, flip it when you’re happy with the size it is- will become. They longer you veg it, obviously the bigger it will be. Some people flower from seed- 12/12 light schedule. I’d say the most common weeks of veg though are between 6-8. Anyway good luck in whatever you decide 🍀
