What you are observing is the appearance of stipules and small growth on the internal nodes, is part of normal vegetative development. While these new growths are important signs of healthy plant growth, they are not necessarily an indication of pre-flowering yet.
Pre-flowering is typically identified by the development of pistils (white hairs) at the nodes, which are the first signs of female flowers. At this stage, what you are seeing is likely just normal node expansion and new leaf formation. Continue monitoring the internal nodes over the next 1–2 weeks; once pistils appear, you will know the plant is entering the pre-flowering stage.
