So, if they maintained it before but now don't as far as absorbing moisture, they are probably fully saturated. Put them in a dryer environment than they are labeled to control and they will lose water-weight and again be able to absorb moisture. There is a ceiling to how much moisture it can absorb or release. you can also put them in a high RH environment to regain weight when they dry out. Do not put directly in water. That will deteriorate the packaging. I use a well-cleaned 1020 tray, humidity dome and a heat mat. Lay some wet paper towel down on the bottom, something to prop up the boveda packs and turn the heat mat on to create a 100% RH environment. The 67g bags will add about 0.2 to 0.25 grams per hours. Replace whatever is wet at the bottom often so you don't grow microbes. morning and night would be wise if it's going to take more than 1 day. They work perfectly fine after this process. The only concern over time is keeping them sanitary... this is why you don't want it directly touching buds or anything else for that matter. I've also noticed that this process significantly reduces any carryover smells, too. I have some that are 3+ years old. done this at least twice with the oldest ones. Don't go too far over the labeled weight of the boveda packs or you'll run into the same problem as this question.
