Vipars lights are cheap but I wouldn't consider them budget lights. I will keep an eye in mine bud they seem very well made. Unlike some of the atrocious lights out there. part. Depending on where you live in the world now you can get a light delivered in 24 hours. If your light sounds like a balloon deflating, that sounds like a leaking capacitor. Could be something else, but whatever it is it sounds like it's gonna start a fire soon so I would yank that out. Your plants only need a small amount of light to not herm or mess up its light schedule. You should be able to go to a hardware store and get a cheap LED shop light that should hold you over for a day or two. Really every grower should have a couple backup lights they can trust too, so you'll have that for when something else happens
