Do you maybe have Spider mite, Fungus Gnat? This looks very similar to my first grow in new tent. Ended up with webs everywhere and more gnats then i could handle!

@Colossus, I had it in living soil and forgot and added nutes, the burn happened in the early stages and it just stayed like that.
