This is nothing to worry about and is exactly how a cannabis plant is supposed to grow.
Everything is normal and it is not a disease, deficiency or any sort of stress induced weird thing.
The white bumps are actually root nodes waiting to grow/sprout in the event any compost or leaf litter were to mound up next to the stem, as can occur out in nature.
The flaky and papery skin type of thing associated at the lower end of the main stem is a bit like a snake shedding its skin and completely normal too.
You have nothing to be concerned over, your plant is normal.
