Is this starting foxtail or normal? I flushing 2 day ago to clean out nitrogen and give much P&K for a week, Is too much PK cause of foxtail or only nitrogen? Thanks

Some flowers just grow like that. You've still get plenty of growth to happen so I agree with yourself, cut down the nitrogen and replace with some extra pk. Lovely scrog training πŸ‘ŒπŸŒ±πŸ‘
