I am not 100% convinced this is a pest.
It looks like signs of mutation or stress on the leaves and I would be guessing this is from overwatering or something else in the root zone.
I have seen odd growth like this on some of my plants before that I overwatered. It grows all weird without enough oxygen at the roots.
As for pests though if you think it might be something best to identify the pest, try sticky traps or looking for them in the top layer of soil or under the pot.
