Whispy buds can come from a few things as far as i know. One big contributor is lack of light intensity. The other is malnutrition, and especially Phosphorous and Potassium when they are lacking. An over abundance of Nitrogen will also hinder bud development.
It's sometimes difficult to see a plant in a photo and have it be an accurate representation because cameras have different exposures and adapt to light in different ways, but if the colour in the pic is accurate, then your plants look pretty pale to me which can be a few things that cause that, from under feeding to, pH imbalance, over watering to root rot.
Looking at your diary i notice 2 things, first, there's no mention of a pH value. Are you monitoring your pH??
Secondly, you have leaf tip burn which suggests slight over feed so that leads me to think that it's not a lack of nutrition, it's a soil pH problem. And i mean this is just my guess based on what i see.
I also see necrosis on higher up leaves. Over water necrosis usually shows on bottom leaves. Upper necrosis suggests Calcium deficiency, but it's not typical to my eyes. But then again deficiencies display in a broad array of ways that aren't cut and dry.
Make certain your pH is in check. If you're in Coco shoot for 6.2. Calcium is best absorbed at that pH. Magnesium, potassium and phosphorous are all readily available at 6.2 pH.
When the shit hits the fan, and I've been unable to resolve my plants issue, there is one fail safe thing i always do. And people frown on doing it and i say to them, go fuck yourself (Elon Reference) lol. FLUSH your soil with 6.2 pH Tap water. If you don't have a pH pen, buy one. And don't get a cheesy chinese amazon knock off, get a decent one. HM meters are ok and relatively inexpensive compared to Blue Labs which are a laughable giant rip off that every stupid grower gets sucked into buying because they are expensive therefore must be the best lol, stupid.. Apera Make a way better one than Blue Labs and it's AA battery powered so you can replace them. It also has replaceable probes so you don't need to go buy a new pen every year or so. Highly recommend it.
I flush my soil out so there is LOTS of run off out the bottom. This will wash out excess salt build up that could be the reason your plants are under performing and so pale. Basically you are resetting your soil in a sense. Correcting pH and cleaning up salt build up that stifle roots ability to uptake nutrients. Once you've flushed your soil, then put the plant back and give it a few days to allow that soil to dry out a bit so the pot feels light. Then re-feed at the appropriate dose for the week you are in, or you can give a half dose if that makes you more comfortable.
Don't pick off any damaged leaves unless they are at least 50% damaged. Picking off affected leaves on a spreading problem will only serve to speed up the destruction of your plant. Because if the plant can't draw from the damaged leaf you picked off it will just start that much faster on a new leaf.
