When should I consider the plant to actually be in Veg from germination. Should I wait till I see roots hitting water to start week 1. It took another week to show in the 6” pot from a 3”. Maybe nutrients are a week ahead?

Something's off here. I think your pH is off.
And I consider veg to start after the first 2 weeks from sprout.
