Plant 1 has some yellow and brown spots so I put neem oil on it and Plant 2 looking good no issues

I think it is your soil. looking at your diaries looks like fertilizer pellets common in marical grow in it to start with. Seedlings don't need food the first week or two. like someone else said it looks like a nutrient burn. and maybe too high pH. Highly recommend buying quality growing medium, or even better mixing your own from scratch if you have the space and know how

IMHO you over feeding (burning) your plants with nutrients. I look at your diary: Week 1 - nice looking perfect green seedlings, no feeding info Week 2 - seedlings with issues, there is a feeding info. You shouldn't blindly follow FOOP feeding recommendations, every plant is different and yours certainly do not need amount of nutrients your are feeding them. FOOP even cautions that over feeding can cause root burn.

Wednesday I took the plant out of the jiffy pellet and re transplanted it back directly into the soil plus raised the lights 12in. Flushed it R.O water. The plant responded well the yellow tips are getting little greener & even grew a little out of the soil. Thanks for the advice

I found that before they get the full 3 set of leaves, they do weird shit and you shouldn't worry too much about it. I'd really only worry about it being too lanky, or too small, yours looks fine for 2 weeks

It was probably starving of nutrients and since you transplanted it, now it’s able to uptake what it needs. Keep the soil moist and water as needed. Water enough to saturate the entire pot all the way through and have roughly 10% of water come out the bottom every time. Never water in only one place.
