First time grow, I am using the living soil autoflower mix, struggling to know when to water at the moment I have been feeling and adding 250ml every 2-3 days for a 3 gal fabric pot. Would a soil moisture meter work well to see?

Sounds about right just consider the Plant needs a bit more Water every time she gets bigger ( more evap. ) Only the really Pricey ones seems to work if you wanna go that way... (Check Blumat ether for the Meter or the Passive irrigation if you want)

Day 13 leaves started to look yellow / dull on tips hasn't seemed to improve 2 days later, it is the auto soil premix I'm guessing the roots are getting close the soil and nutes kicking in or does this look like another issue?

You are overwatering her... Here is my answer from the 1st question you asked. Seedlings need very little water and you don't need to be feeding yet. A good tip is to not just water around the stem, but to water around the edges of your pot. A lot of people water around the stem and then you have a very soggy pocket around the roots when the rest of the soil is very dry. The middle stays wet easily and the edges dry fast, but people keep saturating the middle because thats where the stem is, but the roots are already trying to spread in the bag and the dry soil stops them. You want to encourage the roots to fill the pot while letting them have access to air and in fabric pots the outside edge can become hydrophobic very quickly and your 3 gal bag might only have 2 or 1 gal area of useful moist soil. It depends on your environment, but I make sure my soil is moist when planting a seeding and then for the next week I don't water unless I see the leaves droop, which almost never happens. Normally they can go 2 weeks without adding water. Overwatering is much more common than underwatering, always keep in mind roots love air just as much as water and too little of either will give you serious problems.
