That seedling definitely looks stunted and a bit twisted — could be a genetic mutation or early environmental stress (heat, overwatering, or light intensity). The crinkled leaves and asymmetry aren't typical, but sometimes you just get a weird one from seed.
If your other seedlings are fine, it's probably just a one-off runt. You can let it ride for a bit — some bounce back in veg — but if it stays this slow and deformed, it's usually not worth keeping long-term unless you're curious.
