The infestation is severe. Have you tried using SF nematodes and neem oil? That reliably kills most pests.

@K4TZ3, It's even more effective to spray the oil (emulsion that you need to dilute 1:100, here: https://amzn.eu/d/9vETA9r) directly on the leaves (including the undersides). And when watering, use SF nematodes if you have fungus gnats; those pesky little flies...). You can also find them cheap on Amazon: https://amzn.eu/d/08GGvvQ
