Your seedlings look fine. The first 3 weeks always seems to drag on a bit slowly. I would start by leaving the light on for 18 hours a day. A couple of your seedlings are a little stretched which means they are reaching for more light. There is no way to say exactly how low you should have the lights heat can be a big issue with your delicate seedlings. I would definately drop it down to 48" then slowly lower it about 6" every few days to take it down to 36". if the respond well and no signs of wilting take it down to 30" etc. Some growers go closer I've seen some as low as 15-20" but not everyone has the same setup. But wait until they have a larger root system before you try. Always do it gradually when you will be able to watch their reaction. Good luck hope this helps.

They spent too much time in those cups, which kept them small. Also your soil looks kind of poor.

@Saber hi mate they are autoflowering seeds so they will go to flower regardless of size What you should now do is focus on a feeding regime suited for blooming ie P+K Happy Growing

Like the others said. Feed her with bloom nutes and get some bud! Have you given any nutrients yet? Next time focus on 2/4 plants in much bigger pots. They will be bigger especially under only 400w

The size and health of the plants will never dictate your question. You have to consider the nutrients accordingly to the stage of growth they are in. Now your pistils are out which means the plant wants to produce her fruits so she will need more Phosphorous and Potassium and less Nitrogen. Only thing you can control now is the flower development. Super Lemon is a fantastic strain btw, you'll love it if you give it a proper cure you'll taste and smell the limonene terpenes ;)

The N-P-K on the fertilizer is not really ideal but it's better than nothing. I would cut back on the amount just use 1/3-1/2 strength. The amount of phosphorus is very high and could be locking out other nutrients like manganese, magnesium etc. When the plants are flowering they like a bit more calcium, magnesium and potassium. Natural sources are unsulfured molasses if you can find it where you are. 1 tablespoon per gallon of water.

Looks like you have a pest issue my friend - try using bacillus thuringiensis

Looking a little closer I think you may have spider mites.... I have no experience with these and it looks pretty infested tbh
