I wouldn't worry too much about about removing leaves yet, they seem healthy and are not blocking new growth/buds. While the plant is vegging they really need to soak up as much light as possible. What I do if a fan leaf is in the way of some newer growth is gently position the leaf/old growth under the new growth to expose the new growth to as much light as possible. You can also use low stress training/bending to open up the center of the plant to more light and increase yields.
In a few weeks if you have older leaves with poor light exposure, that are yellowing, or are blocking way too many bud sites, that is when I would remove them.
