No one guarantees the same flowering and exact weight in the harvest! Everything is individual! One plant might not have developed its roots as well as another. Hence the different development! You might have watered the plants with slightly different amounts of water during the seedling and vegetative periods....due to overwatering without allowing some of the substrate surface (2-3 centimeters) to dry out, one plant's roots could have developed worse than the other's!
