It has nothing to do with germination. It is perfectly normal and will not cause any problems, nor is it a defect or deficiency of any sort. If it really bothers you, you could try removing it, just be careful not to pull the cotyledon off. This "papery" part is the protective casing of the embryo inside the seed. It will normally dry up and fall off by itself in a day or three.
