Yes, looks like aphids or spider mite. Look underneath the leaves too.
By the way, I am a hobbyist. Far from being an expert.
I do grow outside in the tropic with rwith bugs buzzing about. And I use nice compost soil that comes with with free crawling critters and invisible eggs. Holes and trails in leaves are a part of my grows.
Looks like bugs to me. It is more common on Sativa than Indica. And ff it is an infestation, in a week, your entire leaves and most of the leaves will look like that. So, act fast.
I don't use chemical. I use microbes that make bug sick. My favorite is Beauvaria subtillis. Look it up. There may be sold in your area. There are other microbes like BT and other stuff. And there is also a blend of five different microbes that handles bugs. And while you are at it n the microbes, look up trichoderman harzianum for mold control as well.
For immediate step, spraying neem oil every couple of days help. Spray underneath the leaves and onto soil helpes as well. However, bugs around my area had evolve resistance to neem oil. They party with it. Chitosan also helps. These will not make the bugs go away.
Most effective, cheapest, and quickest would be chemical. It is early enough stage that you can still use without worrying about smoking left over poison. However, the reason I grow my own weed is not to have to touch these nasties chemical thing ever.
