you fill area with light... how many plants just depends on how large you grow them... Lights will dictate yield. you want about 100umol/s of light per sq. ft. in your bloom area or when you bloom in your area. Vege does not require as intense lights due to 18+ hours you likely will give. Sounds like you have enough for that space, without knowing efficacy, it's difficult to be certain from watts. Use the CFL to shore up hps footprint at corners and edges, i'd guess? while a cheap lux meter won't tell you umol/s or par or ppfd etc, it will tell you relative intensity... i.e. you can use it to even out light coverage. aid placement of the CFLs. Perpetual grows are great. you may lose 1/2 harvest to start up or more, but after that it is the same yield over time as running full cycles at a time in your bloom area. This requires 2 areas or can use outdoors to prepare stuff, but risk bugs and other contamination.

Use the cfl to start off your seedlings. Have 2x 600 hps hung on either side of the tent. Make sure to have a carbon filter and strong fan. Running 1200w hps is gonna be warm so intake fan and powerful oscilating fan is essential and maybe even aircon? I would say about 10 massive plants with some LST or Scrog veg time of 4-6weeks? 👍🌱

The amount of plants that you can have with this setup is more complicated it comes down to genetics and skill so for example if you were going to start the plans from 12 hours of daylight and 12 hours of night then you require a plant that grows a lot if you are having lots of plans in it all cramp them you require either specific genetics to start with and or use specific techniques to acquire this like midget plants or Nets or high stress training so many variables to this question but it comes down to what you want to achieve with it and I know you're thinking maximum yield but can you use all the techniques available to achieve that and if not then you require maybe a safer bet like for example getting 5-gallon pots organizing them all together and see how you go from there. The yield that the Breeders give out in the information in their website is by square metre so hypothetically if you have the skills in your capable of feeling one square metre then you should be able to achieve whatever they're saying 400-500 grams maximum using all the available growing techniques to achieve this. Start by thinking what kind of genetics you want to grow. what kind of grow medium you want to use. What kind of fertilizer in my planning to use. Understanding and having equipment that can control Humanity and temperature ,test for PPM and pH are very useful. If you look in this site you can see which are the most popular breeders nutrients and then what others have achieved with it and that way you can have a sense of what you're looking for in flavour and work and your skill all these little details that need to be taken to account hope this information help you out good luck with your garden
