Hi there!
They look like aphids so lady bugs would be the best option 'cos they love to eat them. Insecticidial soap, neem oil or spinosad solution works too against aphids but needs many treatments.
Lady bugs are safest option and they work and it looks cool when the bugs are working for you in the bushes!

Yes it does looks pretty cool with the lady bugs going to work , but only young lady Bugs are the hunter , if store bought lady bud just make sure to set up a home for them to nest so they can reproduce and then you will see action 👌🏾

Looks like aphids, Aphids are soft-bodied insects which can appear white, green, yellow, black, brown and red, depending on their stage of life and where you live. Because they’re so widespread they can be a cannabis pest almost anywhere in the world
Spinosad products are organic and completely harmless to pets, children, and plants. Spinosad products can be used directly to kill aphids on contact and should be sprayed liberally anywhere you see aphids and especially under the leaves. Although maybe not as strong against pests as some of the more harsh insecticides, it does work and it’s very safe for plants, animals and humans!
