Oil and water don't mix. Without the soap the oil won't mix properly and will most likely pool up and burn on the plant. I don't know the conversion off hand sorry. I'm at work currently. ✌️

Your suppose to mix in insecticidal soap, but that alone kills bugs, any soap mixed in water does. It suffocates them when you spray them. So, does neem oil really need to be in the mix. I've never used it and I have annihilated all bug infestations with just dawn soap and water. You can even spray it in bloom.

Warm the bottle to room temperature first ( approx 25 C) to make it runny. For plants, mix : 1 part oil + 25 parts lukewarm water (around 25 to 30 degrees) Good for 5 days. You can also put a few drops of dish soap in to help stick to the leaves.👍👍 From The White House.

Mix 1 tsp of neem oil and 1/2 tsp of liquid dish soap to 1 quart of water, or 4 tsp of neem oil and 2 tsp of liquid dish soap to 1 gallon of water. Shake well. (Neem oil mixes easier with warm water.) Spray the diluted solution generously on all leaf surfaces. Hope this helps. Happy Growing! 🤟😜
