When to start flower?

Should i flower at week 9 or 10 or wait longer? I have 4 lemon tree and 2 pchem. The lemon trees for the most part have alot of white hairs but the pchem and the lemon-tree i topped early havent shown any signs of the white hair things. They are all between 12-18 inches tall.

Hey Growmie,
Switch to the flowering stage as soon as the plant has established a solid root system. In optimal conditions, plants should be kept in their vegetative stage for approximately 60 days. This time period should give the plant the opportunity to maximize yield and acclimatize to growing conditions, and judging from the size of your plants, I'd anytime now would be great. Will a rooted clone with adequate foliage, but pruned terminal and auxiliary shoots ever grow?I took a cutting in late flower and removed all flowering growth, and as a result seemingly pruned all terminal and auxiliary shoots. it has enough vegetation, and has rooted. Supposed to be fast ones, but they could easily need 4 more weeks or so?!
There are 8 plants in this custom made grow room of 1.20x1.20m with a Niello M-900 led.

Light issue. Day 24 of flower, lights went out. Will I face issues? Lights were out for 60 minutes during the 12 hour light period.I am guessing its not an issue since cannabis photoperiod is a long night, so a little more "night" won't hurt, but would it confuse the plants or something?
