When to start flower?

Should i flower at week 9 or 10 or wait longer? I have 4 lemon tree and 2 pchem. The lemon trees for the most part have alot of white hairs but the pchem and the lemon-tree i topped early havent shown any signs of the white hair things. They are all between 12-18 inches tall.

Hey Growmie,
Switch to the flowering stage as soon as the plant has established a solid root system. In optimal conditions, plants should be kept in their vegetative stage for approximately 60 days. This time period should give the plant the opportunity to maximize yield and acclimatize to growing conditions, and judging from the size of your plants, I'd anytime now would be great. Humidity while drying Safe?currently on vacation for another 48 hours. My dry room has no climate control, but it is very stable.
As you can see in the charts, my temperature has risen from 15.8°+rh56.6 to 16.1c rh61.2 in 72h
If I continue to interpolate this, I ill end up at approx. 65%

Nitrogen Toxicity?Not sure if this is nitrogen toxicity or normal leaf color. Crinkling was caused by too much light and the fan. Got better in 24h after adjusting grow light and fan. Plants are starting week 2 of veg, Hulkberry Auto. Medium is light mix soil.
