Yes, your plant is a bit slow for 3 weeks already, try lowering your light to about 50-60cn/two feet maximum, it is obvious by the look of your seedling that it is stretching and reaching for the light, a sure indication that she is not getting enough light strength. If your light has separate switches for "grow" and "bloom", having both switched on for your entire grow cycle seems to provide a better balanced and a more "plant happiness" light quality. The difference in power usage by running both settings is only a few watts, but if your plant grows and yields better/more, the minimal extra electricity cost is well worth the investment. When it comes time to transplanting, burying your seedling up to the same depth as the cotyledons/first funny little rounded leaves, will give your plant some support and in time, the buried portion of the stem will grow roots and feed your plant.
Also, make sure to wait until the top inch or so of the soil has dried out between waterings.
