Hey bud, this is a simply form of overwatering. In the early stage of growth after germination your plants will need a minimum amount of water. Your soil should not be completely soaked or wet as yours looks. Let them dry out before you give them more water and just water in a circle around your plants, this will help the root development, little hack! Cheers :-))

Heya G4M3RNAUT1999 ! Looks like either overwatering or the soil is too hot for the seedling meaning there is too many nutrients in the soil. pH could also be off, should be between 6-7 for soil. I reccommend using a pH meter to ensure your water is within that range or use pH strips. I would feed pH'd water and see if it snaps out of it eventually. For little guys like this I only water 80mL until it is dry again, cannabis thrives from a wet/dry watering cycle. Cheers and goodluck!
