Is it usual for a plant to grow a new buds from from the stem so late into flowering (seems odd to me)?

It happens. I have a plant right now that sprouted two leaves at its base about the size of a marker cap, and there's a golf ball sized bud developing there now. Crazy.

Budrot on previosly repaired broken branch, next steps?I snapped a branch about a week ago.
