Not Growing for weeks

And not pro but...hp is too high... %is too high light to high....does plant have fresh air? Temperature little 2cold......my plat had 3days when look like your now at week 5....

Never happened to me and to be honest I've no knowledge about it, the only same situation I've heard about was caused by the soil: the growers had re-used soil from a previous grow, and it did because the soil label say so. That blocked the growth at your stage. Never done personally, but apparently is something you want to avoid to do even if the label product allows it.

Where did you get the lamp? Is it whis? It looks worn out, like a Chinese one, it's impossible at week 5, it looks like it's at the indoor port. Bring the lamp closer to a maximum of 20 cm from the seed and give it nitrogen, but I would buy new seeds, it's a lamp that costs at least 500 euros.
