Identify sex

You have a female from pic cuz they are long and wispy. Male would be more short compact spade looking stigma. You can wait till you see an actual hair to come out to confirm if you want.

As 8thchevron said, those are bracts! both sexes of the cannabis plant has those to protect the future flowers! It is still early to determine your plats' sex, keep an eye for development in those growth points if small thin white hairs (pistils) then it's a female, if it grows what looks like a sack/banana/ballsack/whatever people like to call it (it's actually called stamen) then it's a male plant. You can't say male at this point. Don't jump to that conclusion yet. Post another pic in a week or whenever you notice some additional signs of gender.
