I would suggest that the reason growth is so slow is that the is not enough substrate in the pot; fill it right up next time as this provides much, much more room for root development, which translates into bigger above ground growth and the coco coir looks really dry, again limiting root growth and plant growth. Take a look at my diary "Holy Mackerel" to see pictures of a 3 week old seedling with its roots exposed and this might give you an idea as to how much water to give to ensure the water gets down deep enough to keep all the roots moist.
If this plant is an auto I would cut my loses and start again, but if it is a photo period plant, you could re-pot it into a full pot of moist coir and she might bounce back. This all depends on space, time and inclination on your behalf. Hope this helps,..... Organoman.
