Seedlings do not need any humidity domes, they are not rain forest plants and excess humidity can cause moulds/fugus to "attack" your seedling. Seedlings also need good air exchange to grow properly. Humidity domes can also cook seedlings, due to dome acting like an oven.
Seedlings need deep watering for rapid root development as roots won't grow in dry substrates.
3-5ml does nothing but stop the plant from dying and is largely pointless. Water the whole pot, from side to side and not just near the stem and use a watering can fitted with a "rose" or sprinkler type of attachment and enough water to penetrate the pot from top to bottom. After this, water again once the top inch or so have dried out, which may take from 1-4 days to occur. The taproot even on a seedling this size will be 2-3 times as long, as the plant is tall, and giving only 3-5ml will not reach the depth to where the tap root is.
