They told you this so you can get a good feel of how much the plant is eating, but without burning it. Early on the roots of the plant aren't big enough to intake nutrients the way we think. So there is some truth to what you've been told because if it's not intaking it you're wasting it.

hey there MMMMMM, actually the main point is that the small plant (first few weeks) doesnt need much water 20-50 ml and for sure doesnt need much nutrients, so if the soil has a lot of nutrients or if you add nutrients you will cause nutrient burn on the plant and it will stop growing (so it's a waste) that's why you shouldnt fertilise the first two weeks for sure and when you start only start at half and gradually increase it until full dose.
