Water in with Neem Oil?

I'm sure this questions been asked before
...
But it's not worth it, neem oil is not cheap. And the way it works is making the leaves and stems of the plant inhabitable for the insects, it doesn't do much at all to the soil.

Foxfarm happy treefrog(12quart) soil
Foxfarm ocean floor(1.5cubic feet) soil

Add Nutrients after 2-4 days of sometimes heavy rain for an Auto. Yes or no?I just had 4 days of sometimes heavy rain, 2 days in to it I added 1/3-1/2 my 3 day nute routine. How to use PH DOWN to get a soil PH around 6.5.I tested the PH of the run off water today and the result was 7.2, pretty above the number I want, 6.5. Super low runoff PH, even after corrective measures being taken. Plant otherwise okay, but probably isn't taking all her nutrients.My runoff PH has been hitting mid-5s, even after flushing (w/ & w/o additive). Been trying to raise with higher PH water, used 7.25PH water today and the runoff was still 5.56. She looks healthy other than some discoloration in some leaves, so it isn't killing her but.....????5 years ago

Is this nitrogen toxicity?I fed her for the first time with some liquid seaweed. I went with a 50% recommended dose but the next day there were some clawed tips (3). It looks like it but I'm not sure.
