No it is not normal, there must be at least one male flower somewhere, otherwise there can't be any seeds. Male flowers may have been caused by stress brought on by defoliating while in flower. Defoliation just reduces your plants capacity to produce energy, slowing growth and potentially leading to smaller flowers/plants too. Massive defoliation causes a huge shock to a plants metabolism, as though its life may be in danger, and as a survival instinct the plant may produce male flowers.
