Are these pollen sacs?

I am not sure about this 1 particular plant. The buds look really strange to me Pretty big but they don't really look covered in trichomes.
digging deeper i do see something that worries me are these pollen sacs? do males produce buds like this?

Stunted GrowthStarted Early Indoor, Soil( Pro Mix, no nutes ) with a bottom layer of Miracle Grow Potting( ya I fucked up lol) in a 3.5L airpot. Noticed toxicities from MG with this plant and another(no diary) so I just let her go until I planted in the ground. Hoping it would get better.

No growth in the last 7 days or so. Other growers experience more growth with the same plant.My plant isn't growing any more. It's looking the same for the last week or so.
The soil is fermented and should be good for 3 months and I mixed that with perlite.
I water the plant every two days with 0.5 - 0.75 L of water, because I don't want to overwater her

Yellow new foliageFrom my research it could be phosphorus toxicity, iron deficiency or sulfur deficiency.
Or it could be over watering.
Or it could be poor drainage.

Besides the outdoor light hours being enough for Veg, How can I help to keep her in vegetative stage?I was expecting about 30 days left to Veg. I have grown here for several years and flowering starts at the first week of August. It’s July 2nd and she looks like she’s flowering!! We had 4 days of dark rainy weather last week. Has anyone ever tried "harvesting" the trichomes from the sugar leaves when the plant is still not ready? For instance wiping a rolling paper on some leaves and then rolling a cigarette with it? I did it and got high. Is it placebo effect? Will this affect plant growth?Plant. Other
