For me this is showing slight signs of a few things here firstly I would check the run off of your plants to ensure your PH is at the right spot . In a organic soil medium I would suggest 6.5 - 6.8 this will allow your plant to absorb all the micro nutrients and nutrients in the medium without causing a lock out ( lock out is when you either have to much salt on the roots preventing it from absorbing nutrients or the PH is fluxuating to much and is also creating the same effect as a salt build up). Once you have measured the PH I would also measure the PPM of the water , this will help you determine if your plants are being fed too much , there are guidelines to the amount of PPM's you want in your water for various stages of growth . You can find PH meters and PPM meters in lots of places , Amazon , Walmart ,local garden shops , they're quite common . You can find these PPM charts on google as well for a reference guide . Once you establish which is the problem you can correct the amount of PPM by feeding just regular PH'd water ( water that has been corrected to the proper PH ) and this over time will help break down the salts on the roots and allow your plant to absorb all that its supposed too . If PH is the problem then your might want to consider adding dolomite lime to help balance out the PH or you can simply correct your water before putting it in the medium ( example your at 7 and you wanna go down to 6.8 but you have already corrected it to 6.8 , try correcting the water to 6.6 and this should bring down the medium to a 6.8 . Its going to be alot of math doing this way but it can be done .) Lastly to answer your question about your fans , in a 3x3 I would suggest that you use 1 4 inch fan as your exhaust and 1 4 inch fan as your intake , this will keep the air balanced in your grow room and have it cycling properly so your plants get fresh air all the time.
