1. How long do I leave the seedlings inside the Dome before i place them in my DWC 5 gallon Pail
2. When can i start feeding the seedlings, can i start feeding them before i place them in the Pail or after

As soon as the two coteloydens are visible and able to absorb photons the dome should come off immediately. The dome is only used to keep the shell/soil soft and easy to break. Photosynthesis requires carbon dioxide which is breathed in through the back of the leaves. If the dome stays on it greatly limits the co2 available and the high Rh will force the stomata to close.
Really depends on the soil you use. Perso ally wait until the plant is pit of seedling stage and firmly in the veg stage. 3-4 internodes.
