On two of the oldest plants their first true leaves are turning a yellowish color and every cotyledon appears to be yellow now. Is this due to watering or too much light or something?

well your girls dont look good. Iagree. In first case i would like to know what soil you ar using, Normally they should not be so yellow and pale and droopy , Iam guessing for the wrong soil . For MJ its good to invest in a premixed light Mj soil. Or you mix your own. Common soils are having wrong PH/ ec for little mj plants.

You do not provide much information here, but I agree with @Mrs_Larimar that probably the soil is the problem. There is almost no growth, they should be much bigger after three weeks. They seem to miss almost everything (except water)! If you can invest in some LED light, you really should also spend some additional money for good soil, else it's just a waste of money.
