Yes it’s a pre flower. This can happen under 18 hours of light if the plant is stressed. Or it’s from the light flip

Some cannabis plants will get their primordia/pre-flowers a few weeks before actual flowering comences in earnest. They can still double in size from this point on.

Even in vegetation, at some point cannabis plant show it's sex through pre-flower on nodes location. Flowering will start when they'll get 11h, 12h of night time depending strains
