High James, This is done by thrips. You can use neem oil and spray the leaves with it (top and bottom). That should kill them in a week. So spray the leaves with the neem oil solution 1 week long just before the lights go out. Neem oil is organic and will kill almost all the bugs that destroy our beloved plant. The photo is of poor quality. Doesn't look like thrips or spider mites. It's most likely powdery mildew.

You've got some kind of bug infesting your grow. It's immaterial to try to figure out exactly WHAT pest it is though... grab yourself some Dr. Zymes Eliminator... it will take care of thrips, spider mites, aphids, whiteflies - the bugs that don't chew holes in your leaves... it's organic and can be used all the way through harvest. And start a diary! You've been on this site for more than 2 years... time to join the community! Good luck...
