I don't think it matters. I do during light hours so plant can immediately start recovering if it has endured any stress.

I always transplant in the evening or not long before the lights go out. This gives them a chance to recover before facing a full day of light. Giving them a drink with seaweed tonic/extract about 6 hours before transplanting, then watering them in with seaweed tonic/extract immediately after transplanting, will help prevent any "transplant shock" and aid in their recovery too.
