Some plants/strains smell really strongly, even when only a week or two old......it is not a sign of flowering.........just a warning that the buds are going to STINK.

The smell starts at 3-6 weeks old (depending on strain) even in the vegetative stage. But the smell gets much worse after plants start flowering/making buds. Can't tell if they're flowering without any photos.
