Nitrogen tends to work its way from the bottom of the plant and works it way up as its a mobile nutrient. I do not think this is a Nitrogen issue.
The immobile nutrients are the ones that tend to show on new growth. This discoloration could be from S or Fe Or if they are in the mix the PH might be off and they can't take them up.
