Yes, it looks like unnecessary heavy defoliation has caused massive issues for this plant. If you are in a hurry, reducing the day length may help.......eg. if you are doing 18/6, go to 16/8, this will encourage the plant to speed up maturation.

Another hypothesis.. Looks liek you heavily defoliated. This could have severely hampered the plant and delayed / lengthened flower. Don't see any mature leaves.. just tiny immature once that are fairly terrible at their job by comparison. Fewer coloas / more leaf in canopy would help power growth and ripening. This is overcrowded and competing with itself. Lots of spiraling / loose buds

Are there possibly 2 layers of growth? Maybe, an initial wave of pistils (the white hairs) that has ripened, then more that grew on top? still looks unripe on the surface, which is definitely odd. Also, possibly you got one with a long vege before it turned to flower... though if it's been showing pistils for 13-14 weeks, i'd be concerned. unless you managed to somehow delay flower, it could have 2 waves of growth and the oldest is more than over-ripe underneath, possibly dying on the stem. The fact the sugar leaves aren't all dead is a good sign at least. That would indicate some sort of pathogen underneath.
