How do I get on top of a phosphorus deficiency in veg as cant seem to shift it, new growth has yellow tips purple stems and getting some spotting and black patches on leaves, have been adding PK 13/14 at 1ml/l to the res for last few weeks which has slowed it down but not got ridWeek 5

Has my grow stalled, seem very under developed for this stage, the very tops seemed to have got slightly bigger this week but not by much but all the lower stuff has stayed tiny! There just not filling in at all in length or breadth, should I flush or carry on as I am?Week 13
