In fact, you may even get greater efficacy with a context of running lights at lower wattage over 18h vs 12h. You provide the same DLI and it costs roughly the same watts over any duraction of time. watts per umol/s produce don't shift too much. My diy led strips produce 53umol/s PAR at 0.7amps constant current and 105 umol/s at 1.4amps. Gain a percent or two of efficacy at double the power flowing through it. You lose efficacy, in general, not running a driver at full load, so that's probably more than offset.
Worrying about this environmental impact is like worrying about a pinhole leak on the titanic after an iceberg rips a gaping hole in it. The overall behaviours of everyday life, especially in more developed nations is a grotesquery of modern times. People that think they are 'green' often are far from it, but they feel super good about themselves while doing useless things. The scale of this pending catastrophe is far beyond simple acts.
