Half a gallon of water per plant? Are you serious? I cant believe this. Half a litre per day, would be enough, at this stage.
What is the timing of your light? 19 h on, 5 h off? How about 10h on 2 h off, 10 h on and 2 h off?

At this stage, a LED with 12 Watts directly above (3 inches ) would be enough, until the plant is 4 inches high.
