I can't say for sure that it's root rot, but things aren't looking too healthy either. Stained for sure.
With root rot you'll usually see slime develop over your roots and they start breaking down, at least in my experience with it. Your reservoir looks rather full in the pic.
I usually like several inches between my solution and the bottom of the net pot.
