This is actually a Potassium (K) deficiency!! Lower leaves develop chlorosis and tip/margin with rusty and chlorosis (burn) Does the "fish fertilizer" have any potassium in it? because the "bloom natural" has none. While you think Potassium is required only in flowering but it's, like other nutrients, needed throughout the whole grow in changing dosages. Hope you know that in fertilizers the numbers on the labels are the amount of each macro nutrient in it (N-P-K, or for example 3-4-5). Hope this helps! Good luck and happy growing :)

Good luck. Always check your run off ph. Always have a run off to push used chemical leftovers out and put new ones in. 20 to 30 percent. Gonna need bigger planters soon. Remember the perlite or growstone for good aeration. Good luck bud. They are looking better for sure. Happy growing 🌲🌲🌲👊
