I can illustrate this with my last grow (still curing): I dropped the seed (I was using tweezers which I won't be again) while maneuvering it to its chosen spot in the soil. I was pretty certain it had landed on the soil somewhere, just not where I'd planned to plant it. So I covered the top of the soil of the pot and watered anyway, then decided - since I'd gotten several free seeds and a seed is cheaper than a gram here - to write the seed off and begin germinating another one.
The second seed germinated and sprouted quickly, and 3 days after the second seed sprouted (right where I'd planted it) the lost seed sprouted a few inches away - a week after I'd planted it.
The original, older seed - the first one planted - looked exactly like yours did when it first came up, even though it was a week old; the seed more recently planted had been by then a 3 day old seedling with its first set of true leaves forming and the second set beginning to form.
So if its a few days old or less, since it came up from the ground, its on track. If its been above the ground more than a few days then its lagging because likely either humidity is too low (should be above 60% in week 1), the light is weak, or your ph is off. There's no signs I can see of infection or bug infestation.
