Buy some Dr Bonner's Castile soap, it's a great and gentle bug killer. And good to the earth and plants. Make a spray bottle of 3/4 water 1/4 soap.

Dude this can have several factors, insect, genetics etc. we need a lot more information about the rest to be able to answer

Sure looks like it! Neem oil is a great pest solution! I use it on my girls with an insecticidal soap mix. I spray every 7 days, but do not use in the last 3-4 weeks of flower! Hope this helps! Cheers and happy growing!
